GERMAN DECLARATION. “BLUSTERING FANATICS’ ” LEGACY. LONDON, November 23. The Gorman Chancellor, Dr Marx, in a speech at Cologne, asserted that Germany’s determination was to follow the path of peace. He described as “most regrettable” a recent statement in The Times ihat though in tho main the material disarmament of Germany was satisfactory, the German people were waiting for the next war. Dr Marx said that there were not enough senseless people of that kind in Germany to be called a party, but this showed the reputation that Germany had been given as the result of the blustering of fanatics.
