ST. KILDA BOROUGH COUNCIL

The fortnightly meeting of the St. Kilda Borough Council was held last evening, and was attended by the Mayor .. (Mr C. Todd), Cfs Edgar, Flaming, Leary, 'Hall. Adam, Longworth, Tolfer, and Dove; The Secretary of the Ocean Beach Domain Board wrote forwarding a plan of a proposed convenience at St. Kilda, which had been prepared by the city building surveyor. The structure was estimated to cost £BSO. —Cr Leary expressed the opinion that the scheme was far too elaborate for their requirements.—Cr,’ Hall pointed out that the Domain Board would contribute £250, but agreed with tho view expressed by Or Leary.—The matter was referred to the Finance Committee. . Mr T, D. Clarkson, writing with regard to the payment of £lO per annum* for the disposal of his trade refuse, asked the assistance of tho council in alleviating the existing position. He had to pay the Domain Board for the right to deposit the refuse. Ho was already paying in borough rates.—The Mayor said he did not see how they could interfere though the seemed a little heavy.—lt was decided to see Mr Hancock (Domain Board) m the matter. ... The Medical Officer of Health wrote that complaints had been made regarding a nuisance from smell and flies from th© tin near Moreau street, which was jointly used bv the City Council and the Borough Council One of the inspectors had reported on the matter, and had expressed the opinion that the nuisance was due to the large amount of trade waste, a big proportion of which consisted of organic matter. The medical officer considered that some more effective method would have to_be used in disposing of the trade waste.—The Mayor mentioned that means had been taken to abate the complaint and that further means would bo taken with the object. The nuisance had been largely overcome. — The letter was received; the council considering it could not carry the matter further. . , _ , , The Secretary of the Drainage Board wrote asking for a plan of Culling Park, and of sections upon which it was proposed to erect a spectators’ stand. —Tho request had been complied with. In connection with a request for permission for ice cream and fruit stands iin the borough, Cr Dove mentioned that the Domain Board had had before it a person who was prepared to erect a building in tha vicinity of tho swings for the purpose of selling fruit and ice creams. The opinion of the person was that there was a gcod opening there for a docent building for such a purpose.: —It was resolved to grant the applicant a license at 20s per annum during the pleasure of the council, the applicant to pay the usual hawker’s fee. Twenty-two ratepayers wrote asking for a light at the corner of Mills street and Bay View road. A lady had been stopped in the vicinity recently.—The matter was adjourned with the object of allowing an inspection of the locality to be made. The Secretary of tho Forbury Park Trotting .-Club wrote asking the council to reconsider the question of a rebate of the charges for places of convenience.—The Mayor mentioned that tho council had no power in the matter.—lt was decided to send a reply accordingly. The Postmaster-general, Wellington, wrote that owing to a lack of switchboard accommodation a coin-in-the-slot telephone could not be installed in that portion of Bay View road between Moreau street and Forbury road, St. Kilda.—Received. The Foreman reported on work done during the past fortnight, and stated that in the oommg fortnight there would lie a general clean up of Musselburgh and St. lair, grass-cutting, top-dressing footpaths, tar sealing Council street, blinding Alfred street with surplus material from the drainage works in Islington street, and metalling Ings avenue if metal was obtainable, _ and tar-spraying it.—Tho report was received, a quotation to bo obtained for another 100 casks of tar. It was resolved to reticulate with water Alfred, Bowen, Ferguson, Quarry,_ and Islington street, and Alton avenue in accordance with a recommendation of the Works, Water, and Lighting Committee.
