(Received Nov. 19, at 9.20 p.m.) Tlie Daily Express's political correspondent reports that Mr Baldwin yesterday created a precedent by inviting the High Commissioners for the dominions to meet him at Downing street on the evo of tho first Cabinet meeting which will bo held to-day. He outlined matters of foreign policy affecting the Empire and left it. to tho discretion of the High Commissioners to communicate to their Governments such details as they deemed interesting or important.—A. aad N.Z.
