DRAINAGE AND STREET FORMATION.

The position between the City Council and the Harbour Hoard with regard to the drainage of Hogan Pari:, tho leasing of the park, and the formation of adjacent streets, is thus summed up by the City Council’s Works Committee in a report to be sub fitted to the next meeting of the council:—

‘’Your committee begs to report having conferred further with the Harbour Board on the subject of Bogan Park, and also regarding the Question of widening ami formation of Bower Union street fronting tho park area. With respect to the leasing of the park, the Harbour Board has now intimated that it is prepared to grant a lease for a period of !)!) years with the right of renewal for a further period of Oil years. Tho assured term will therefore be 198 years, and although it would appear to the committee that there seems no good reason why the term should bo restricted in any way, it is thought that under tho. present circumstances the arrangement might be agreed to. With regard to the storm water drainage of the park, an arrangement has now been come to whereby the Harbour Board will immediately proceed with, this work, on the understanding that in the event of the council acquiring a lease of the park, the latter will reimburse the board the amount expended by it on the work. If, on the other hand, the council does not take over the area, the Harbour Board remains responsible for the whole cost. The arrangement is subject to tho condition that the scheme of drainage and the estimate thereof is to be first submitted to the Drainage Board and approved by the same. The Harbour Board has further been advised that the construction of the street known as Bower Union Street, abutting on the park, shall be carried out on the basis of a contribution by the board of 25 per cent, of the cost, the balance to be found by the council. The board is also to provide tho necessary land for widening the street to 60ft. lu the event of the council not acquiring a lease of tho park, the cost of the work will be borne in equal shares by the council and the Harbour Board in terms of the agreement governing the construction of streets on the reclaimed lands between the council and the board. Your committee now further bogs to recommend that the arrangements with the Harbour Board, as outlined above, be approved by the council.”
