Wo understand that Mr John Cargill has been appointed Major of Militia, and that he has received instructions to at once call out the Militia in Otago. In the remarks that have frequently been made concerning the comparative rates of mortality in Dunedin and other places, the former lias of course suffered an injustice to tho extent of the number of still-births included in the returns.
