(Received August 26, at 8.35 p.m.) The closing session of tho Intcr-Parlia-mentary Congress agreed to the principle that the ‘‘open door” should be extended to all colonies; that traffic in arms and ammunition to colonies should be controlled by the League of Nations; and that the drug traffic should be controlled by an international organisation. Tho Congress next year will meet in Washington on the invitation of President Coolidge.—Reuter.
