(Received July 31, at 7.40 p.m.) The Daily Telegraph hints that the Soviet may break oil the London negotiations belore the British Government. The Telegraph adds that M. Kahovsky before leaving for Moscow is alleged to have circularised his colleagues in other European capitals saying that the delegation had been treated with contempt. “Our creditors have put us against the wall,’’ he said. “I will recommend an ultimatum and that the delegation do ordered to leave London at the earliest moment.’’—A. and N.Z.
