While the ruling referred to may not meet with general approval, it is stated that it was really a recommendation, and was not binding. it has to be borne in mind that the international Board is 'the governing Dody ol football, and until various matters are thrashed out at tne uoniercnce which is to be field in London at Uie end of tne year effect should be given to the board’s instructions.
