Deputy M‘Cable declared that if Article Twelve were not given effect to within a limited period he and his party had decided on a definite course,■ which would not be to the benefit of relations, and may interrupt the new era brought about by the Treaty and be disastrous to both countries. He described the appointment of the Judicial Committee as merely a series of quibbles.
