The Society for the Prevention of Cruelty to Animals threatens legal proceedings if the Empire Exhibition authorities carry out the cowboy contests, involving steer-roping and ‘bull-dogging, m which the animals legs, horns, and necks are sometimes broken. The authorities have already sanctioned bringing American champion ccwbej's -and cowgirls to give displays. Mr Cochrane lias offered to pay the fares to England of six Australian and live New Zealand expert rough-riders, also to pay the return fares of the first ten who cabled him. The authorities are confident that the Empire Exhibition will be ready for opening on April 23. Twelve” thousand workers are making giant strides in hustling the new town into shape and readiness for the “big Empire splash.” All the external scaffolding is down, except a section required to finish the painting. Inside the exhibits are being installed as fast as they are deposited by railways and motor lorries. Those of Australia, Canada, Malaya, and East Africa are the most advanced, with New Zealand running them most closely. Huge gangs of men are tidying up the grounds and making the roads. Mud heaps are swiftly disappearing, and dainty kiosks are going up at intervals on the roads. Lord Levcrhuhne’s fish organisation is erecting out of doors what will be the second largest aquarium in Europe. Hundreds of gardeners are busy. One hundred thousand tulips, arranged 'in masses, arc now 2in high, and will give a blaze of a myriad colours on the date of the opening.
