It is stated that White House has received a Note from the Soviet requesting negotiations, and looking to formal recognition of) the basic conditions enunciated in President CooFdge’s recent message. Mr Hughes has been summoned to confer with President Coolidge on the matter. It is learned from an unofficial text that M. Tchitcherin (Foreign Ministerl declares his readiness to discuss the American claims against Russia, which desires to remove all existing differences and misunderstandings, and wishes that the negotiations should he based on the principle of mutual non-intervention in internal affairs.—A. and N.Z.
