PREPARING BOR DECISIVE BATTLE. RIVAL FORGES CONCENTRATING. Emm Association—By Telegraph—Copyright MEXICO CITY, December 16. (Received Dec. 14, at 5.5 p.m.) It is believed that the decisive battle between the rebels and President Obregon’s troops will be fought on the Vera Cruz front. The Government is continuing to concentrate troops to oppose the rebel advance. President Obregon refused an offer of mediation, declaring that the question was a military one, and not a political one. The rebel leaders are army men who failed in their duties.—A. and N.Z. Cable.
