A FINANCIAL CRISIS, APPEAL FOR FOREIGN LOAN Pres* Association—By Telegraph—Copyrignt BERLIN, December 13. In a final effort to postpone the announcement of its bankruptcy Jhe Government intends to resort to drastic taxation by the issue of regulations under the Emergency Powers Bill, imposing additional burdens, and compelling the taxpayers to dispose of some of their property in order to pay the further taxes which are due in January for ,tbe Rhine and the Ruhr relief is being collected now, but the revenue therefrom will only sufike for a limited period. The Government does not possess any further resources and it apparently considers that nothing is left but an appeal abroad for a largo loan. The form of this is not yet settled. The Berlin corespondent of The Times says; “The Government is preparing an appeal, addressed to the foreign Powers, in which a detailed account will be given of the political and economic conditions of the country', and attention called to the consequences that must follow unless help is received from abroad.”—Reuter and The Times Cables.
