ENCOURAGEMENT SCHEME. CUMULATIVE BONUSES. Press Association—By Telegraph—Copyright PARIS, June 24. (Received June 25, at 8.'5 p.m.) The Union de Cultres Physiques has devised an ingenious scheme to encourage an increase in the birth rate. Tuilleries Gardens, when the members of various societies for preparing young men for military service competed. Prizes were awarded on a basis of payment by instalments. Thus one man won 5000 francs, with a further 500 francs on his marriage day, _ and 1000 francs apiece on the birth of his first and second children, and 2500 francs when the third child arrives.
