POLICY OF MODERATION. MR SNOWDEN’S VIEWS. Press Association—By Telegraph—Copyrigat LONDON, June 24. Mr Philip Snowden, M.P., in the first of a series of articles which he intends contributing to the Morning Post, headed, “If Labour Rules,’’ says that he does not write as the official party spokesman, but as one who has been long associated with the party, and who knows its mind and heart. Mr Snowden admits that he does not deplore the differences within the party. These, he thinks, are a sign of health and vigour, and are especially to be expected in a party which has not learnt the need .of unity and solidarity by the responsibilities ot power. Labour’s opponents, who think the cry of Bolshevism a good stick to beat the party with, are making a great mistake. If Labour gets a majority it will be because the electors rightly believe that the sane, commonsense, - and moderate elements of the partywill control the policy. This will be justified by the facts. If the party should attain power it will pursue a constitutional course, acting under the democratic authority of a popular mandate; but before it obtains a parliamentary majority it will have to become the largest single party and have to face the problem of joining a coalition with another party, or else force a Conserva-tive-Liberal coalition. From Labour’s tactical viewpoint, Mr Snowden thinks the latter the better course as being the likeliest to hasten a clear Labour majority. He contends that Labour will not be a class or Anti-National Government.
