ST. KILDA COUNCIL

The usual meeting of the St. Kilda Borough Council was held last night. There were present—The Mayor (Mr C. Todd), Crs Teller, Longworth, Adam, Mercer, Kilpatrick, Edgar, Leary, and Fleming. GENERAL. The Reserves and Fire Brigade Committee reported recommending that ex-Fire-man Duncan’s reinstatement as a member of the brigade be deferred for six months; that the chairman of the committee (Cr Edgar) confer with Captain Lucas and with Fireman Wilson with a view to the latter’s suspension being withdrawn; that the council conduct the election of captain, lieutenant, and foreman of the brigade; that the Bay Lodge, U.A.0.D., be offered the use of the Town Hall on Tuesday evenings at a rental of 5s per hour with a minimum charge of 7s 6d. —The report was adopted. Th© Health Department advised: that notices had been served on those with stagnant water on their sections, such people being required to remove the nuisance.— Received. The matter of appointing a delegate to the Municipal Conference was left to the Mayor. Nino residents of lower Bowen street petitioned that improvements be made to the footpath.—Referred to the foreman. The Works Committee recommended that £2ujo be allocated in the next year’s estimates for street maintenance and construction and that the council approve of the principle of a programme of works.—The adoption of the report was moved by Cr Edgar, who said that he was prepared to accept the programme drawn up by the foreman.—Other councillors expressed their approval of ’ the proposals, and the motion was carried. It was also decided that the Works Committee should, with the foreman, consider the allocation of the £2009. The reports of the foreman and plumber were adopted. THE RATE UNALTERED. After a discussion in committee on the estimates the rates were fixed for the cursent year at the same total as last year--11.77d in the £ on the unimproved value. PROPOSED FIRE BOARD. A letter from the council’s solicitors concerning the proposal to form a Fire Board was considered in committee, the question eventually being referred to the Fir© Brigade Committee for report.
