The incident was the most serious of a number of acts of banditry in the Honan Province, and it provoked a joint Note from the, Powers stating that they would be compelled to take drastic action, as the Chinese Government appeared to be powerless to deal with the situation. The matter was also the subject of a dramatic telegram forwarded by Mr C. E. Hughes (Secretary of State) to the dinner of the China Society in New York on February 15.
