SOVIET DEMANDS. AMERICA’S DRASTIC REPLY. HARBIN (Manchuria), April 27. Vladivostock advices state that the American consul there is leaving on May 1 and is advising all Americans to do likewise. The Chita consul is also leaving. It is understood that the Soviets demanded that Washington should request Moscow to extend official recognition to American officials. Vorowsky, the Russian Soviet representative at Rome, one of the members of the Former Russian delegation, at Lausanne, has arrived.
