No. I.— WHY THE PUBLIC TRUST OFFICE WAS ESTABLISHED. . The Public Trust Office was established in New Zealand because the community need 01 such an office was recognised by Parliament half a century ago. The searching tost of time has so well proved the value of this institution that Great Britain and th© Australian States have been pleased to follow New Zealand's example. Parliament gave good heed to these words of Sir Julias Vogel (founder of the Public Trust office), spoken in the House of Representatives more than fifty years ago:— “Honourable members must be aware that it is very difficult to obtain trustees for wives and children, or executors under wills, with sufficient time at their disposal to do justice to the task; and even when after some difficulty and a great sacrifice to friendship such trustees are obtained, no one be sure that in cose of death or removal their place will be well supplied.” The Legislature acknowledged the force of these arguments, and agreed to give all sections of th© public the protection of the Public Trust Office, with a State guarantee of fidelity.
