NEW EMIGRATION PROPOSAL. Press Association—By Telegraph—Copyrignt LONDON. January 7. A scheme of Empire settlement to relieve unemployment has been formulated by influential bodies in the Weat of England for submission to the Government. It provides for the formation of country resettlement committees, each to co-operate with*a selected colony for the development of specific areas. The funds will be subscribed by private investors, who will a guaranteed rate of interest for a given number of years. This will be guaranteed by ’both the British and colonial Governments. It is suggested that the dominions should be asked to submit a number of practical schemes, each to employ, sav. 3000 people for two years, and allot the schemes for consideration of the counties. The advantage, it is pointed out, of group migration the creation of a business concern attractive to- investors, and giving the workers an incentive to improve their prospects. All classes are to be encouraged—not only 9 farm labourers and domestics, who are now in request.—-The Times.
