In .emphasising the value of such an exchange, the Telegraph states: “Now South Wales recently suffered an epidemic of safe-blowing. There were 15 cases in a few- months. When the offenders were caught they proved to be New Zealand criminals. Had New Zealand had here like the other States have, the epidemic might have been effectively handled.”
