STRIKES IN BERLIN
COMMUNIST ELEMENT. “HUNGRY AND FREEZING." LONDON, December 1. . The German Communist elements are coming out strongly in the Congress of Workmen’s Councils, which was opened to-day, says the Berlin correspondent of • The Times. The congress consists of. radical councils elected by each importer ant factory. The chairman attacked the employersarid trade union leaders, declaring it was the duty of the congress “to show the hungry and freezing masses the way out of their misery.” It is pointed out that what this mean's the food riots of Cologne, Dusseldorf, and Dresden have clearlyshown. It is expected that the congress will be an incentive to further trouble. A stria has broken out in Berlin among the over- > head railway employees, who demand .that the rise in wages fust granted will be made retrospective from last month. The Gleiwitz Trade Unions Council has declared a general strike. It is taking special precautions against rioting.
