[A New York cable message dated Noveral(;.r 16 stated; Pekin reports that the ' Tfiiilsh, American, Italian, Flench, and Swedish Ministers demanded that the Pekin Government should take immediate measures to secure the release of seven foreigners, including two missionaries, who were captured by bandits in the Honan , province. A joint Note atates that the Powers will be compelled to take drastic action unless the missionaries and others are released and guarantees given for _ their safety in future.'
