QUESTION WITHOUT NOTICE. (Fbc)M Oun Own Correspondent.) WELLINGTON, October 16. “I won’t do it.” said Mr G, Witty (Riccarton) firmly when ho was asked by the Minister of Education to put a question on tho Order Paper. Mr Witty wanted to ask his Question without notice, and tho Minister was not prepared to answer. The question was scarcely one of urgency. Tho member wanted to know if the Minister would give more responsibility to trustees of country libraries, and would ho arrange for the resignation of trustees who left the districts to which they had been apnointed. Tho member for Riccarton rose once more with his question a few minutes after. He declared that ho had. asked the same question on other occasions, and did not see why he should have to wait now for an answer. The Minister suggested the Order Paper again. Mr Witty reneated his refusal, and there the matter ended for the evening.
