President Harding declared that " the inauguration of a policy of flexibility and elasticity in regard to the tariff schedules sets an example which the commercial world will accept as the constructive foundation on which to base our commercial policy. We need to encourage the intimacy and understanding of the social, economic, and political family of nations recognised by all the intelligence of the world. By tariff flexibility we are offering a means of a true unification and solidarity of industrial civilisation, and a solution of some of the most perplexing economic problems confronting the nations. The last thing in our thoughts is aloofness from the rest of the world. Wo wish to be helpful, neighbourly, and useful, and to use our strength for the general welfare of mankind.”—A. and N.Z.
