WHITE PAPER ISSUED. CAPTURED CORRESPONDENCE. INTERESTING REVELATIONS. Pwsm Association—By Telograph—Copyright LONDON, October 15. The Irish Government has issued its first White Paper, which deals with the captured correspondence, between Mr de Valera and other prominent Republicans. One of Mr do Valera’s letters recommends the executive of the rebel army to take control and assume responsibility, in order to enable Mr de Valera and his colleagues to resign as public representatives. Mr do Valera points out that he and his colleagues have all the public responsibility, but no voice and no authority. If he cannot get the position made clear, he threatens to resign publicly, despite- the harm that such a step ivould do to th* Republican cause. The letter continues; “We cannot point to authority derived from a majority of the people. We could not as a Government refuse to allow the people to dtcide by vote between the two Governments. If the people were given a decision that would mean the worst of all—namely, the turning down of the Republic.”—A. and N.Z. Cable. NEW AMNESTY OFFER. WEST CORK REBELS SURRENDER. LONDON, October 14.
