LitvinoS wrote expressing the Husains’ willingness to attend a meeting of the full Commission. Whether Russia will acknowledge her debts to foreign nationals, 2. Whether Russia will agree to give effective compensation for property which has been nationalised, assuming that the credits which Russia asKs for cannot be given. M. Litvinoff states that the issue is too important to make a decision before referring it to Moscow. The Foreign Properties Commission adopted a resolution that M. Litvinoff’s proposal does not constitute a basis of agreement, but if accepted by the Soviet it might contribute materially towards the restoration of confidence. The British view is that a great step forward will be taken if the Soviet accepts M. LitvinofPa report. This will be the Russians’ first recognition of Russia’s debts.—A. N.Z. Cable.
