FISHING RIGHTS DISPUTEJAPAN AND VLADIVOSTOCK. Press Association —By Tslogrsph—Copyright. TOKIO, Appl 29. A Foreign Office statement shows that a break occurred with M. Merkuloff, head of the Vladivostock Administration, oyer the continuance of the Japanese fishing rights in Siberian waters. The licenses were due for renewal, but M. Merkuloff refused to issue them under the old conditions. Japan, while not recognising M. Merkuloff’s right to act, was forced to deal with him under the existing conditions. He, however, evaded all the points and refused to concede even indisputable rights. Japan was' - therefore forced to disregard Ms Merkuloff and to act with a view to guaranteeing her fishermen full safety.—Reuter.
