(Received March 26, at 5.5 p.m.) The semi-official conference of Allied Foreign Ministers asked the military experts to define the guarantees it was necessary to obtain from Turkey if the Dardanelles and Thrace were evacuated. (Received March 26, at 5.5 p.m.) The Allied Experts’ Conference, after a lengthy debate, recommended the recognition of the Soviet immediately after the Genoa Conference; also, that recognition should not be dependent on any probationary period on the part of Russia. The French delegates strongly opposed the recommendations. The Conference is now drafting a general treaty for submission to the Genoa Conference which includes the creation of a Russian Debt Commission which will act as accountant for creditor nations.—A, and N.Z .Cable.
