FAILURE OF THE CONFERENCE. THE OUTLOOK GRAVE. GENERAL STRIKE THREATENED. Press Association—By Telegraph—Copyright. CAPETOWN, January 29. As a result of the failure of the conference, the Industrial Federation is tightening the regulations against free labour. The Chamber of Mines announced new terms which will be much more drastic than those formerly offered, involving a reduction of the ratio of Europeans to natives, a reduction in the cost of living allowance by 50 per cent, now and its entire abolition six months hence, and no guarantee of i e-employment to all strikers. There is a rumour that the federation intends to retort with a declaration of a general strike. Tho outlook is regarded as grave.—A. and N.Z. Cable.
