A circular from the Selwyn and Ashley County Councils stated that ot a conference of North Canterbury County Councils a resolution was passed recording disapproval of the calculation of the hospital levy on capital value only, os had b#en done since the Act of 1903. This would reduce to some extent the levy on counties and increase that on boroughs, which contained most of tho population and were the chief users of the hospitals.
