PRIVATE WAR CLAIMS. NEGOTIATING A TREATY. Frees Association—By Telegraph-Copyright. WASHINGTON, January 26. It is understood that a United States Cabinet conference decided to negotiate a treaty with Germany, and to create a separate commission to arbitrate on private war claims, because of the hostility of Republican senators to participation in the Allied Arbitration Commission under the Versailles Treaty. It was also decided to lend five million' dollars to Liberia (West Africa). This was promised during the war, but was subsequently withhold.—Reuter.
