TO THE EDITOE. Sir^ —By Saturday's mail was delivered to the ratepayers a circular letter which to the cursory_ reader may/appear to contain all the information that is wanted. But it does not. I am of opinion that the individual who did so could have brought out any balance he wanted. It should have been made by the engineer , and should have been contained in his report, which should have been published. Then we are told it is not intended "to carry out the whole of the work in one job,' but this "does not mean that a > section of the district is going to benefit at the expense of the other." Why not tell us what the part is that is to lie left in abeyance and let us judge? Then we are told that at the'end of two years the revenue from all sources will be sufficient to cover all expenditure, but the estimate that it wilj be so should have ■ come from an outside and authoritative ' source. What is wanted before the district ' is committed to the loan is a copy of the i instructions given to the engineer and a ] copy of his report with full details. If those are furnished I am of opinion that i the cost of the scheme can be cut down bv one-half and the needs of the district ' be better supplied—that is, that the part ' left in abeyance can be cut out altogether J as also the 'most costly item in the con- I struction works. e The rate on the unimproved value wilt t fall very heavily.
