LONDON, .January ' {Received Jan. 5, at 8.30 p.m.)" In response to Mr Lloyd George’s suggestion the Labour leaders have submitted to him at Cannes a memorandum defining Labour's attitude in regard to European problems, recommending: 1. The -temporary suspension of Germany’s reparation payments, 2. A reduction of the reparations by the suma.tho Allies claimed for war pensions and ''allowances to widows’ dependents. 3. .The'cancellation of international war debts. 4. The appointment of an international conference to restore norjnal conditions of production and exchange in Europe, especially in Russia, by means of international loans or credits. ' The memorandum expresses Labour’s conviction that it is within Germany’s power to reconstruct the devastated areas m France and Belgium, and recommends that German labour and materials should play a part in such restoration if French sentiment will permit and N.Z. Cable.
