H OX. DOWN IE STEWART TO ACT. (Pen United Press Association.) WELLINGTON, August 12. When Cabinet meets the portfolio of Finance will bo taken by the Hon. W. Downie Stewart until Mr Massey’s return, as it. is necessary for this portfolio to bo in the hands of a member of the House of Representatives while Parliament is in session. Sir F. D. Bell will take charge of Internal Affairs in the meantime.
