JAPANESE TROOPS STRENGTHENED.
WASHINGTON, September 25 (Received Sept. 26, at fi.65 pan!) ■ China that the Japanese forces remaining in the maritime province of Siberia have evacuated VJadivostock and MaWard to assist the Japanese guards along the Chinese eastern railway, which is imperatively necessary in order to assure the safety of the Japanese troops and the lines of communication. It is understood that Japan further pointed out that the Allies' bupremo Committee at Vladivostock recognised the necessity for the maintenance of these guards, and did not consider them an encroachment upon Chinese territorial rights. Japan therefore refnsed to withdraw them.—A. and KZ. Cable.
