NEW YORK, September 23 (Received Sept. 24, at 11.15 p.m.) According to a Toronto message, the most _ important matter under consideration in the Chambers of Commerce Congress was the Empire preference. There was a strong British minority--nainely Yorkshire and Lancashire interests,—who favoured inter-Empire freetrade- rather than Imperial preferences, but they were outvoted. The Congress felt that the best solution of the present adverse exchange situation was the development of interEmpire trade. The Canadians, however, pointed out that it would be difficult to stabilise the exchange as it concerns Canada, since by force of circumstances New \ork is the clearing house for Canadian business.
