UNIVERSAL SUFFRAGE DEBATE. VIOLENT SCENES. Tress Association—By Telegraph—Copyright. TOKIO, February 24. Violent scenes occurred during a debate on universal suffrage in the Lower House. The Opposition attacked the Government for opposing the measure. The Speaker intervened, and a tumult followed, the House breaking up. Subsequently there was a general melee in the lobby between the police and members of the Diet. The crowds outside attempted to break in, but they were swept back by the' police and military.—A. and N.Z. Cable.
