Ihe experience of the last 12 months has convinced the Allies that it is impossible to do this through the Soviet Govem'•ment, therefore they are disposed to assist General Kolchak with munitions and food on condition that when he has reached Moscow he will summon a democratic Assembly or call the 1917 Assembly, pending fresh elections; also that he will not attempt to revive the special privilege of any class or regime destroyed by the revolution, and that he will uphold civil and religious liberties. The Allies also required General Kolchak to recognise the independence of Finland and Poland, and' autonomy in ii-stnoma, Livonia, Lithuania, the Caucasus, and Transcaspia, and accept the right of the Peace Conference to determine the future of the Rumanian part of Bessarabia; and that when Russia is reconstituted she will join the League of Nations. t a General Kolchak has replied, agreeing substantially to the Allies' terras, except the re-establishment of the 1917 Assembly, which was elected under Bolshevist violence. To-day the Council of Four agreed to support General Koltchak.
