FOOTBALL.

OTAGO RUGBY UNION. Tho weekly meeting of the committee of the Otego Rugby Union was held last evening-. The president (Mr H. Harris) occupied tho chair, and there was a full attendance of members. Tho committee considered the following proposed alterations to the laws of the game. The Chairman oxpJained that the suggested amendments would come before the annual meeting of the New Zealand Rugby Union, to be held on Thursday. Permission had not yet been obtained from the English Union to make such alterations, and if such permission had not come forward before Thursday, he took it that tho alterations could not bo considered. He wa3 to represent tho union at the meeting of 'the governing body. A sub-committee had gone into the rules, and had drawn up a report for his guidance. The proposed alterations were dealt with seriatim: "Abolition of wing-forward. Free-kicks by way of penalties shall be awarded: (a) If any player not in a scrummage advances beyond a line drawn through tlie back of his own scrummage parallel with the goal line before the ball comes out of such scrummage; and (b) if any player m a scrummage breaks away before the ball comes out of such scrummage."—The Chairman said the sub-committee did not favour tho alteration. If, however, anything-, was brought forward to abolish the wing-forward and not interfere with the play of a halfback, he presumed the union would favourably consider it.—Tho sub-committee's recommendation was approved. As regards absolute free-kicks and kicks at goals from penalties and triee, it was decide! to instruct Mr Harris to support a no-charge in the case of penalties, but not m the case of goal kicks from tries and marks. The proposal that the referee shall put the ball into tho scrum on all • occasions was approved. The proposal in re the modification of the law governing kicking into touch, otherwise than from a kicfo-off or dropout (already prov.*Ki for), was left to tho discretion of Mr Hams. The matter of holding a "countrv week" in Dunedin for country teams was held over for a future meeting. Permission was granted to tho Otago University to meet the Canterbury University College team in Dunedin on" Wednesday, June 25, also to use the Caledonian Ground. It was decided to inform Mr J T G wynne,. secretary of the Referees' Association, that an endeavour would be made to start tho games at Ravensbourne earlier than 3 o'clock. Mr Gwyimo stated that referees were inconvenienced in having to wait from the arrival of the train which left Dunedin at half-past 1 till 3 o'clock. Mr W. Cantrell, hon. eecretarv 'of the Pirates Football Club, wrote stating that his committee took strong exception to the remarks made by Mr, Dunne at the union's last meeting (as reported in the Obago Daily Times) when the Joffs case was being considered, and respectfully asked that •Lj ne J** to immediatelv withdrawable. The remarks objected to were, as follows:—(a) "Something not altogether straight about .the matter." and (b) either he (Jeffs) had:since been influenced against his previous decision, etc"—Mr Dunne said he had nothing to withdraw.— JLne letter was received. It was resolved to draw, the attention of clubs to the fact that senior teams were playing hi different colours, and to notify them that first grade' teams must have uniform colours of some land if jerseys were unobtainable. A motion was passed supporting the proposal of the New Zealand Association to arrange for the visit of Australian and lingiish teams' next season. The chairman and secretary were instructed to write to the New Zealand Association pointing out that the Otago Association had not been duly notified of the date of the annual meeting. I The Chairman reported that the club's deputation regarding Culling Park had been cordially received by the St. Kilda Borough •'Council. They had pointed out that tne grass should be cut and the ground rolled the palings repaired, and the pavilion painted, and he had expressed the opinion that the association would be willing to assist financially. The council had promised to look into the matter and report later and he felt sure the conference would have good results. i The question of the state of tho various grounds was discussed by several members and it was the opinion of the meeting that in view of the amount of money expended by the association it was entitled to have these rented grounds maintained in reasonable order.—Mr Haig said that Mr Tannock had not given sport the attention he should have, and he had been told on ; good authority that Mr Tannock would have to make a change in that respect—Mr Brown supported these remarks.—Finally it was decided that the chairman and Messrs Dunn and Hassall should wait on the Reserves Committee of the CTrty Council to point oat what " was re^ l "*! a * the various grounds. rhe unfortunate dispute between members °l t°e Match Committee over its decision that tho Mornington grounds were not fit for senior football led to well over an hour's discussion, during which personal grievances and prejudices were freely ventilated. The association refused to accept the resignations of Messrs Dunn and Aitcheson, and when Mr Haig tendered his that did not meet with the approval of the meeting either.—Mr Hassall moved that the personnel of the Match Committee remain unchanged, and that Mi- Haig be asked to get the Mornington Club to assist the deputation to the City Council, so that Morningtorr's requirements might be properly represented.—Mr Aitcheson moved an amendment that a new Match Committee, consisting of Messrs Hassall, Davie, and Nicol, be appointed.—The amendment was lost and the motion carried, but later in the evening a dispute as to the allocation of the grounds for a match did not augur well for the future working of the compromise.
