(Eeceived September 24, at 7.20 p.m.) The Lokal Anzeiger says the Kaiser has toured the west front, and especially Alsace and Lorraine, with a view to improving the morale of the troops. The Kaiser mingles with the men, showing himself to be a "kamerad," and inviting them to fight whole-heartedly. The correspondent admits that the " Hurrah " mood of the first year of the war has entirely disappeared. EVACUATION OP THREATENED TOWNS. POPULATION'S NERVES SHATTERED.
