Tho Inter-Allied Labour Conference adopted the committee's report on the Austrian Note. M. Kerensky defended the part that Russia played in the war until Bolshevism triumphed, a<nd he advocated Entente intervention. An exciting debate followed, and eventually the Russian affairs report was referred back to the committee with a view to reaching an agreement. September 21. (Received Sept. 22, at 5.5 p.m.) At the Labour Conference Mr Grey, an American delegate, moved the adoption of the report on war aims, the committee accepting President Wilson's principles declaring the intention to assist the war to the utmost till the Central Powers were expelled from the invaded countries and their militarism and autocracy destroyed, also that the workers should hold a conference simultanecusly with the Peace Conference, and be represented at the latter. Mr Noisk, in a speech, introduced a discussion on the new Russian report, declaring that intervention must be actuated by a desire to preserve liberty, democracy, and a world peace. The closure was applied, and the report was adopted after several French delegates had complained that the British representation was unduly heavy, and threatening to quit the conference. Subsequently it was decided that every large nation should be entitled to 20 votes and every small nation to five.
