GO-SLOW POLICY. ALLEGED NEGLECT OF' DUTY. (Peb United Peess Association.) W E-LLINGTUN, September 21. Another pttase of the tramway trouble was reached this morning, the go-slow policy being put into practice, the ears all running late to their destinations. It is also reported that gome of the conductors are not collecting fares, and in other ways negiecting their duty.
