(Received May 24, at 8.10 p.m.) Tho Rada at Kieff is mobilising; and concentrating all forces at its disposal, who arc besieging the residence of the Dictator (Skoropadsky). The latter is reported to be seriously wounded. The conflict originated owing to Skoropadsky mobilismg the White Guard and declaring the Rada dissolved. It is _ reported that violent fighting occurred in the region of Tchernigoff (about 80 miles from Kieff, on tho Desna), between German troops and supporters of the Rada, who, with the assistance of Polish Legionaries, drove out the Germans from several places. The Czar was to be accompanied by his daughter. GERMAN SUPREMACY IN FINLAND. WHITE GUARDS' GENERAL RESIGNS. PETROGRAD, May 23. (Received May 24, at 7.30 p.m.) General Mannenheim (in command of the White Guards) has resigned owing to dissatisfaction at German supremacy in the_ Finnish army. If he persists -in his resignation a number of officers will follow. Under the regime of the White Guards and the Germans 1752 nersons had been executed up to the Ist May.
