The Daily Chronicle's Petrograd correspondent records an astonishing revival of spirit in the Baltic fleet. The Bolshevik crews are eager to defend the country to the last breath. Complete naval accord prevails, and if the army rises to the occasion similarly, there can be no question of any important German success.
The object of the Germans in slightly withdrawing- their. line above Riga is to draw the Russians on before the Germans thrust at the Russian rear.

The Moscow conference of non-Socialist parties unanimously adopted a resolution urging the Government to immediately place _ the army outside of politics, reestablish discipline, -proclaim a state of war in the anarchical regions, and abandon dangerous attempts to restore the economic life of the country on Socialist principles.
DISORDER IN SOUTH RUSSIA. BRIGANDAGE RAMPANT. The Tiroes. LONDON, October 29. An Odessa telegram yesterday states that complete disorder prevails in South Russia. Brigands provided with bombs infest the oounlry districts, and devastations of the landlords'- estates by the peasants continue incessantly.
