MICHAELIS TRIMS HIS SAILS. A "SOOTHING" ADDRESS, Router's Telegrams. AMSTERDAM, October 9. Dr Michaelis (Imperial Chancellor), accompanied by the principal members of the Government,' soothingly addressed the Reichstag. He dealt. with criticisms regarding the conduct of the Fatherland party and the propaganda by officials. Ho stated that there was no objection to officials belonging to political parties, but it had been abused, and favouring any particular party was not allowed. After Dr Helflerich (" representative of the Chancellor) had defended his attitude at the previous sitting, Dr Michaelis promised to take action in the cases exposed, where the higher officials, on behalf of tho Fatherland party, had unduly influenced lower officials. He urged the necessity for a propaganda at the front, but denied that this propaganda was working in support of the Fatherland party. The Supplementary Estimates were then adopted, the.
