UNIVERSITY COUNCIL

The CSago University Council met yesterday; Rev. A. Cameron (chanocflDr), Drs Church, Bonham, Lindo Ferguson, Professor Hewitson, Messrs Eoss, Stephens, Ritchie, M'Kinlay, Morrell, Eudoy, Walter, and Roberts. The Finance Committee reported that tho registrar had been instructed to ascertain tho relation existing in the other chief centres . between the university colleges and their respective eity councils. In this connection letters were received from the registrars of Victoria and Canterbury Colleges stating that the respective city councils did_ not do anything to support their institutions. The committee reported further that the relation of the Homo Science School to tho regulations for technical instruction had) been considered, and it had been resolved that the Chancellor be asked to writ© to the Education Department and point out that by regulation 59 Education Boards were enabled to receive from Government the whole cost of necessary accommodation for technical instruction, whilst university colleges were entitled to receive-only pound for pound on amounts contributed. It had been resolved to ask that this regulation be amended, failing •which that the Government bo asked to place on the Estimates an amount sufficient to enable the council to erect suitable home science buildings. It had been resolved to mako further application to tho department for an advance of £5000 in respect of the debt on the new Medical School The committee . had considered a letter from the University of New Zealand to tho effect that the college councils were responsible for tho expenses incurred by candidates for Rhodes scholarships when visiting Wellington. It had been resolved that a letter be • written to the Chief Justice asking if these expenses might not be paid from tho Rhodes Trust Tho Trustees, Executors, and Agency Company submitted a half-yearly statement concerning tho Hocken memorial fund, showing a net revenue of £37 19s 2d for tho half-year. The Otago Patriotio Association had written asking for a payment of £12 8s lOd, being the share of accident insurance in respect of tho construction of the Leith wall. The council was recommended to pay this amount. Professor Boys Smith had submitted! a resolution that a fee of_£l Is be charged for tho entrance examination for the diploma, that the fee bo collected by the registrar and distributed among the examiners in proportion to the number of papers.—lt had been resolved to authorise the registrar to pay over tho fees collected for the examination in March, and to request the chairman of the Professorial Board to report the faculty's minutes of March.3o in* reference to this matter. It having been reported to the committee that no lectures had been delivered! in oriminal law, it had been resolved that tho fees collected be refunded to the students. It had been resolved that tho registrar write to the Law Sbciety and ask that it take into consideration tho appointment of lecturers for next year.—Adopted.. The Special Committee reported that it had considered a motion—"That the Senate of the University of New Zealand be asked to consider the desirability of requiring students in law to keep terms in the sul> jects of the second division when proceeding to the degree of LL.B." It had approved of the proposal, and resolved to recommend the council to forward this resolution to the Board of Studies and to state that the proposal has received the unanimous support of tho law faculty for the past two years.—Adopted. A lengthy report was submitted of a special committee eet up in re faculty regulations. These in an amended form were adopted. The Acting Director of the Dental School ' (Mr' Davis) recommended that Miss Harris be employed full time, and that her salary bo .increased to £2 per week.—Referred to the Finance Committee to act. The acting director recommended that a probationer be appointed half time at present, and full time later on.—Referred to the Finance Committee to act.—He further recommended that the proper authorities be approached and asked to exempt from military service dental students who commence their course not later than in their eighteenth year.—lt was resolved to approve of this, and refer the matter to the Ministers of Defence and Internal Affairs and the Director of Supplies. Mr Pinder wrote thanking the council for asking him to retain his seat on the Professorial Board, but expressed the wish that his resignation be accepted.—Resignation accepted with regret. Dr Ferguson (dean of medical faculty) reported on the fact that only 19 midwifery cases were attended by University students at Redroofs Hospital during 1916. He suggested that an arrangement should be come to whereby payment be made to the authorities of the home in proportion to the number/of cases attended. —The- chairmen of the Finance and Medical Committees and the dean of the medical faculty were appointed a sub-committee to enter into negotiations with, the authorities of Redroofs Hospital. Tho Mayor of Hokitika wrote asking tho council to support a resolution that the New Zealand Government be asked to set japart a day of national prayer in view, of the national issues now involved.—Received, it being mentioned that the Government had already set apart a day for prayer.

The council considered what action should be taken in view of Professor Richards and Mr R. E. Brown, instructor in mechanical dentistry, having been drawn in tho ballot. —Professor Richards having been classed unfit, the appeal to be withdrawn. It was explained that advertisements had been inserted) in the newspapers throughout Now Zealand for the purpose of obtaining a substitute for Mr Brown, and the Finance Committee was authorised to make an appointment. If no satisfactory applicant was forthcoming the appeal on behalf of Mr Brown to be prosecuted.

It was resolved to congratulate Private Geo. Gilbert, at one time an attendant in the chemistry laboratory, on becoming the recipient of the Military Modal for gallantry in the field. The council noted with . satisfaction that two graduates in medicine from the University had been mentioned in despatches by General Murray for valuable services performed in the field, and conveyed its congratulations thereon to Major Chas. Ernest Hercus, N.Z.M.O, who took his B.D.S. in 1911 and M.B. in 1914, and to Captain Robert L. Withers (M.8., 1915). Also to Captain Geo. Fenwick, M.8., a former student, on being men. tkmed in despatches by Sir Douglas Haig for his valuable services. The hearty congratulations of the council are to be conveyed to Major James Pow, a former student in the University, on his having received the D.8.0., and! to Lieutenant James Moir Paterson, M.A., LL3., a graduate and lecturer in the Otago University, on having gained the MiKtary Cross for gallant .action on the- field. Copies of the abovo resolutions will be sent to the next-of-kin.

It resolved to. record the council's appreciation of the services of Mr J. Dunbar, as lecturer of Greek for the past 10 years, ho being on the point of retiring from his position. It was resolved to forward to the professor of classics certain recommendations in reference to the teaching of Greek, wlJoh Mr Dunbar had forwarded to the council..
