CHANGES IN GERMANY
NEW POLICY FORESHADOWED. PAN-CiEIIMAN DEFEAT. Australian and N.Z. Cablo Association. LONDON, September 18. (Received Sept. 18, at 9.15 p.m.) The Daily Chronicle's Amsterdam correspondent says the German newspapers declare that a new general basis of policy has been reached, to which the civil and military agree. It will probably be embodied' in Germany's reply to the Pope. Important statements are expected at the Reichstag meeting next week. The Frankfurter Zeitunjr states that the pan-Germans have been defeated. Tho Koelnische Vo!k. Zeitung repeats the statements that Germany has given up the idea of supremacy in Belgium.
