(Received July 24, at 11.20 p.m.) The Workmen's and Soldiers' Council lias issued a startling proclamation, urging soldiers to stand firm, adding : " The time lias come for acting -without hesitation. Wo acknowledge the Provisional Government, with whom lies the salvation of the revolution. We acknowledge its unlimited authority and power. Those disobeying the Government's commands will be ics garded as traitors, and treated mercilessly." The proclamation concludes : " The ruin of the revolution spells ruin for all! Save tiho Fatherland!"
