. NEW YORK, April 17. (Received April 18, at 1.15 a.m.) Mr Frank Simonds, the Tribune's correspondent, says that Arras is the greatest offensive since the battle of the Marne, and may be the decisive battle of the war! xne ijntish success has already surpassed anything in trench warfare.
